Toward Promoting Partnership between the Global Fund and Japan's Bilateral Assistance

The 76th Regular GII-IDI meeting was held on 20th September, with six representatives from the Ministry of Foreign Affairs (MOFA) and 16 from NGOs attending.

NGOs presented recommendations on promoting further linkage between the Global Fund's activities and projects financed by it, and Japan's bilateral assistance, as well as on how NGOs can work with MOFA to achieve this.

The theme arose out of shared needs of both MOFA and NGOs on promoting partnership between the Global Fund and Japan's bilateral ODA, as well as that between the Fund and NGOs.

Government Ministries and Agencies back to Advocacy
In 1994, the Japanese government launched the Global Issues Initiative (GII) on population and HIV/AIDS, through which it in part aimed to implement the ICPD Program of Action. In accordance with this initiative, open regular dialogues were initiated at the request of some NGOs working in this field between MOFA and NGOs to facilitate disucussion. The Infectious Diseases Initiative (IDI) was integrated into GII as the GII/IDI network after the Okinawa-Kyushu Summit in 2000. JOICFP has been serving as secretariat for GII/IDI open regular dialogues and plays an advocacy and advisory role in formulation of ODA policies. JOICFP also continues to work closely with officials of MOFA and related ministries and agencies, such as the Japan International Cooperation Agency (JICA), cooperating in and implementing some of their ODA schemes in population and SRH.
