One of the current
challenges faced by countries in sub-Sahara Africa
is the large unmet need for RH/FP services, and
how to maximize access to quality RH/FP information
and services for everyone in need at the grassroots
level. In view of such challenges, JOICFP implemented
a regional project entitled “Strengthening
SustainableCommunity-based Reproductive Health Services
in sub-Saharan Africa” (RAF/97/P02) for three
years (1997-99), with UNFPA support. As part of
this regional project for Africa, JOICFP organized
its second Africa Sub-Regional Workshop in Morogoro,
Tanzania, in October 1998 under the theme of “Community-based
Distribution (CBD)/ Community-based Services (CBS)
Management and Program Sustainability.”
This guidebook was produced and based upon the deliberations
and outcome of the sub-regional workshop in view
of the need to design and implement effective community-based
RH programs and strengthen program sustainability.
It is designed to provide a framework and tool for
designing and developing CBD/CBS programs and making
them sustainable.
